How can I tell if my video card is T&L compatable?

All video cards that are DirectX 7.0 or higher should support T&L. This is a very old concept. But, there have been many generations to Transform and Lighting.

What game and video card do you have? You can go to the game web site and see if your video card supports it. It might be harder, but you can also go to the video card web site and check to see it it supports t&l.
