Hi. I have been working at sea for nearly 30 years and I have seen it on several occasions. The best way I can desribe it is like the electrical flash or glow that sometimes occurs when you take a jumper or jersey off. You can only see it at night. it doesnt look like fire, its more of a green/white shimmer.It usually occurs when there is a very high electrical charge in the atmosphere.I have seen this happen in a hurricane but also when in the high arctic amongst the icebergs, north of Bear island, where the air is very dry. On ships it usually occurs along bits of the structure that are long and thin, like masts, dericks and radio ariels. I have tried to touch it but it dissapears around your hand although I have had it glowing on my Nylon foul weather gear. If you dont know what it is it can be a bit spooky at first but I have seen a bunch of grown sailors try and catch some in a jar. It usually only lasts for a couple of hours at a time. Some of my freinds are aviators and they have seen the same thing on the edges of their aircaft wings when flying at lower level near big storm clouds.

Yes I have witnessed it only once .It's to do with atmospheris conditions, usually surrounding the rigging on sailing ships, a kind of electrical energy
