No, not unless it is a type of fish that secretes some sort of poison. I wouldn't eat too many of them, though.
Many products have fish scales in their, including lipstick.

They can make you choke. This isnt really a question for pets though. If you have a fish eating animal, its not a problem.

it depends on what fish. and if the right kind of fish is cooked well enough it will not make you sick.

Not really, The first time my son, age 3, ate fried shrimp...he ate them, tails and all. Said it was good.
