X=-16 ; 7(X+4)-5(2X-4)

7X+28 - 10X + 20

Distributive property:
7x+28-10x+20

Rearrange the values:
7x-10x+28+20

Simplify:
-3x+48

Take out a negative 3:
-3(x-16)

x=16

OK...
As there are brackets you must do these first, remember BO/IDMAS, Brackets, Of/Indices, Division, Multiplication, Addition, Subtraction. These are in the order of which they should be completed. x+4 = 4x. 2x-4 = 4-2x. 7-5 = 2. So 4x-2x+2 is the answer. This is the right answer because, beware, in algebra, you barely ever get complete, definite answers.
