well a year make and model of car would help but most likely you have either a bad horn or horn relay, i would like to know where you hear the click click at because that could be a sign that your horn relay is working. its simple to do an electrical test if you have the correct tools

You probably need a new horn. Most cars have them somewhere near the radiator, and they are exposed to rain, road salt, weather, heat, cold, and generally extreme conditions. I've replaced several on my cars over the years. It's usually no big deal.

Open the hood, and have someone BRIEFLY hit the horn button on the steering wheel while you look for a round piece of metal bolted on somewhere near the radiator. Listen for the clicking sound to help guide you to where it is. Do this soon - once the clicking sounds stop, you'll lose that extra clue.

Once you find it, look to see how it's mounted. Usually it's just 2 bolts or screws into something solid, and a wire to connect it to the horn button in the cabin. Then go to an auto parts store, and buy a new horn. It's probably only $10-20. It may not look exactly like your old one, but it should be close. It may sound different, too. You may get a BEEP instead of a HONK or a TOOT. That's life.

Remove the old horn, put on the new one, connect the wire, and drive on!
