If you want horses, Virginia, North Carolina, or Kentucky are by far the places you want to be. Personally, I love N.C. for its southern charm and cheap real estate, as well as its natural beauty. My aunt and uncle own a huge tract of land in the sandhills an hour southwest of Raleigh and horses are everywhere. West North Carolina near Asheville is breathtaking as its just outside the Smoky mountains and land is so underpriced. Plus the weather is perfect.

South Dakota has very cheap real estate. The entire Midwest is a good places for horses.

It depends on what type of weather you like, but I love Arizona, New Mexico, or the Midwest, like Iowa and South Dakota, because the economy is cheaper and you get more in housing, land, etc..
Arizona and New Mexico are more expensive, but you can't beat the sunrises and sunsets.

North carolina has lots of cheap land. It's cheap to live there at least and they have lots of land. Or the eastern shore virginia side.
