The only theory they could do it under is the "commerce clause" of the Constitution. If Congress chose to - at anytime - they could ban the purchase and sale of guns throughout the 50 states - but maybe not necessarily possession (though they are good at getting around things like that).
At issue isn't whether it would be better for the Feds to regulate over the States, the issue is whether it is better for America - and it aint! Many people have wondered what the intent of the forefathers in writing the 2nd amendment was - but it is clear to me that they recognized the need to keep a powerful militarized central government in check somehow. Remember they were fighting the arguably greatest military then. They feared we could become like the British government at the time. So strong, holding all the guns, and if you didn't like what they were doing what were you going to do? I hate guns personally. But I'm glad everyone I know has them. Have you ever seen what happens to populations whose governments turn against them. It happens all the time. They are called massacres. I agree we should do something about violence and crime. But disarming America isn't the answer.

Most States don't want to lose their identity
on this issue.
Some Texans still threaten to pull out of the
Union because of too much peer pressure.
Should the Federal government control gun
laws, everything would be more uniform. On
the other hand , we would give up another chunk
of our freedom, which is already falling through
the floor cracks at an alarming rate.
Seat belt laws, mandatory insurance requirements,
home owner restrictions, etc.
