I am wondering if I can get Health Care cover right away and I don't have to wait 3 months period when I am ready to come into Nova Scotia as Permanent Resident Immigrant???Also,I like to know If Salary(minimum wages in general) in Nova Scotia are
paying lower than Ontario Province???Thanks for any advice.

Nova Scotia is one of the "have not" provinces, so salaries are generally lower there than in Ontario. Minimum wage in Nova Scotia is $7.15 ($7.75 in Ontario).

A far as Health Care, the way I understand it, is if you are entering Nova Scotia from outside of Canada as a landed immigrant, health care starts on the day you arrive. If you are coming from another province, it is expected that the province you are coming from covers you for the first 90 days. It's a little complicated, depending on your status.
