A friend of ours has a daughter this age and she loved it when someone gave her a soap making kit. She spent hours making little decorative soaps for people. There are a few online for less than $50, but you could check your local craft store and you may find a better price and better selection. And Michaels.com has some great how to instructions you can print out.
Also if she doesn't have one, I found a digital camera for $20 that holds 157 pictures and comes with software to do all kinds of projects on your computer, you could do that and scrapbooking stuff.
You could also take her out for a girls day. Nails and hair kind of thing with a gossip filled lunch.
And gift cards are always well loved.

A good book on fashion or travel (with photos) will probably be about $30....or, if it were a boy...a gift certificate to a book/music store like Hastings....(I say boy cause I have learned that females in general look down on gift certificates whereas guys love them) but perhaps she is one of the ladies that would prefer a certificate so that she can pick out the items she likes best.

Get her a cute travel bag on wheels. It's fashionable and useful for travel. Put some of her favorites CD's inside.

What abou a music cd or atoiletry bag for travel or earrings. Failing these ideas then a gift voucher or money so she can choose something she would like herself.

That is one of the harder ages to buy for. If it is for a girl a gift certificate to a clothing store. A boy a gift cert. to like circuit city, toys r us etc.
