I have been looking on the internet and the one number I find...I-800-4-CHILD has been busy since I found it, I am looking for a number I can call anonymously in the Toledo Ohio area.

I agree with the individual who said to notify the local police. Explain to them that you are not for sure but you suspect it. They will do a preliminary investigation and turn it over to child protection services who will if necessary do followups to ensure that the child or children are safe. Yes it is always nice to have 100% proof positive, but I would rather err on the side of caution then have a child injured which could ruin their life or cost them their life.
To many parents do something to hurt their child without realizing it at times and may regret it for life. They at times appreciate someone showing them what they did wrong and they are not always charged with any crime. Some just need some assistance to get them in the right direction.

I hope you are sure that it is true. We had CPS called on us by my step-son's daycare because of teeny tiny scratches on his neck. Turns out it was my 8 month old pulling on my 4 year old step son's shirt collar to stand up when they were playing together. I was embarrassed and humiliated and if I'd had enough money, I would have sued for wrongful accusation. All I'm advising you is to be sure that you know it's happening.
