As a true mystery shopper of 5 years, there are many scams associated with mystery shopping. No, you do not ever ever pay to become a mystery shopper.
Nor do you sign up on a survey website to become a mystery shopper either. That's a affiliate link.
To become a mystery shopper, the BEST places are:
www.mysteryshop.org
This is the MSPA, mystery shopper providers association. There's over 100 mystery shop companies in this association.
Another site, which has over 10,000 mystery shoppers, a job board, and everything else..

I have been a mystery shopper for over 7 years. The more companies you join, the more job offers you get. Try googling "mystery shopping" and you'll get millions of results. Weed through all the companies and only join those that are free. YOU SHOULD NEVER PAY A FEE to become a Mystery Shopper. Just like any other job, it is the Employer who pays the employees, not vice versa. Two companies I recommend are http://www.shoppersconfidential.com... and http://www.spgweb.com
Also, it is hard to become a full-time mystery shopper. At best, it's good for supplementing your income, plus you can get free stuff.
To give you an idea of the kinds of shops you can get, personally I have stayed in a hotel, ordered $50 room service, dined in fast food and formal dining restaurants, got a free oil change, took my kids bowling, bought stamps and mailed a parcel for free, etc.

trying to find free mystery shopping sites on your own is time consuming and sometimes the best mystery shopping sites are hard to find.
I suggest joining http://www.surveypolicy.com they provide you with a list of 300 of the best mystery shopping companies, plus paid surveys. they're all free to join.
my wife and I just completed a mystery shopping job for cheesburger in paradise, they payed us $15 plus covered our meal up to $52, but we only spent $35.
once you join surveypolicy.com, apply to all the mystery shopping companies in the list, it takes a while but the more you join the more jobs you get.

Put the term "mystery shopper" into your search engine. It should give you some sites to visit.
