For the tank you can try the other Answerer's suggestions, but usually tanks by themselves are fairly rea$onable. It's what goes WITH them that gets EX$PEN$IVE! Like the filters, etc.
For the stand: Well, you COULD build your own so you can customize it the way you want.
I built my own stand for my 35 gal tank. I simply used 4x4s for legs and 2x4s for the rest of the 'skeleton', plywood for the shelves, wood paneling for the sides to enclose it, 3/4 round moldings for the corners, baseboard molding around the bottom and top (creating a place where the tank could sit down in it on the shelf and sealed so if the tank leaked, it wouldn't make a mess right away) and louvered cabinet doors (creating a bit of a nautical look) and Brass fittings.
But, THAT was LO-O-O-O-ONG __*BEFORE*__ they started building prefab enclosed tank stands.

$450 is a great steal. - 65 gallon tank is about $400-500 - Stand is about $120 - Heater $30-50 - Glass Hood $60 - Light $20-30 - Filter $150-170

Try local classifieds, http://www.kijiji.com , yard sales, http://www.kingsnake.com , http://www.aquabid.com , http://www.ebay.com , http://www.craigslist.com , put up some ads.
Used tanks are everywhere and if you look hard enough you can get them ultra cheap. Be sure to test for water tightness first in the bathtub!!
