Why would you want to do this? The foreskin protects the glans and keeps it from getting sore and desensitized. If you keep it retracted all the time, you are defeating its purpose. Let it hang naturally - it will retract itself when you get an erection.

If you have a large glans, it will be easier to keep retracted. The longer you keep it retracted the more trained it will become to this position and tend to stay that way.
If you have a smaller glans or long foreskin, the only way to keep it retracted is to have it trimmed off or circumcision. This is probably the best solution as you will not ever have to worry about it covering the glans again. Circumcision is permanent. The glans will be exposed or showing all the time.

You don't want to put anything around it to keep the foreskin pulled back because it will cut off the blood flow. Circumcision is the way to do that.

You could use some paper tape, dermaclear tape (which can be found at a local drug store) or a rubber O ring.
