I think that this is a stab at that quote.

Well, today, Dec 7th is a day of infamy, when the Japanese attacked Pearl Harbor in 1941. FDR stated it as such, and this is basically what drew us, along with other things, into WW 2.
However since then, our countries have developed a friendly relationship, especially in the auto industry. We don't consider the Japanese as the enemy anymore, and although you can still hear the word infamy, it usually is only pulled out for this day, and does not describe the Japan of today.
Basically, Johnny Hart is trying to force a square peg in a round hole with that "pun".

Johnny Hart is making comment that we have "forgiven and forgotten" what the japanese did on 12/7/41, preferring to consider the Almighty Dollar over Pearl Harbor

Yes, this is obviously a reference to the Japanese sneak attack on Pearl Harbor on 12/7/1941, and how Americans have pretty much moved on.

for my section, i might call it Karma. interesting that Johnny could die of the very factor he castigated my grandfather for years in the past. Forcing retirement on my grandfather because of the fact his strokes have been putting out to electrify his skill to proceed the strip. however the form wherein Johnny did it replaced right into a betrayal of the numerous years long friendship of the co-creators.
