Two things:
1st: make a pot of tea. Something non-fruity, like a black tea. Let it come to a boil and then pour it into a very shallow pan, just enough to lay the paper into. Gently place the paper in the paper, just enough so the tea runs over both sides. Remove and let dry.
2nd: Once the paper has dried, light a match and very carefully blacken the edges of the paper. You are done!

You can take a tea bag, dip it in water and run it over the paper. Do it on a scrap piece of paper first, to make sure you like it and you have just the right amount of water on the tea bag.

Crumple it up and put it in a bowl of strong tea or coffee for about 15-20 minutes(maybe less) Take it out and let it air dry. Or burn the edges with a match.

When I had to get that effect for a project I used a textured, slightly yellow paper and singed the edges with a lighter - just enough to curl them, though, not actually setting them on fire. ;] Crinkle it a bit, too.
