Today I was a witness as the teacher asked my classmate at university (girl) for a kiss on him cheek ( I think both he was joking and at half serious, in either case he would not refused) in return for a good grade. What would you do with regard to the teacher and what do you think of it

I would speak up at the time and say something like "you know that looks kind of inapropriate".

If you suspect this might escalate to something greater than a kiss on the cheek, and if the student is not at all attracted or does not want to get into a relationship with the teacher, then consider telling a trusted adult, though not necessarily any adult that might get the teacher fired, if that's not what you want.

Not for anything, but it does not matter whether or not he was joking--it is inappropriate behavior. It is definately a warning signal for someone life yourself to report him. If he has no problem publicizing that he makes such exchanges and then allows a student to kiss him in front of others makes you wonder what other kinds of illegal things he is doing outside of the classroom with his students when no one is looking. This is detrimental to the integrity of the learning environment and harmful for the students he treats this way.

No, this is certainly not normal. It is completely unprofessional and out of line. You should both approach the head of the faculty and report it. Allowing it to pass without doing anything would be to say it is acceptable, which it is not. He needs to be told, in no uncertain terms by his head that behaviour like that will not be tolerated at the University.

You should report him anonymously to the Dean of the department he is in. Heck you could be non anonymous and probably walk out of the class with an A. She probably will too.

That behaviour is against the ethical codes of any university. He will get repremanded and put on suspension.

He should be kicked in the balls in my opinion.
