I think London. It's close to so many other European countries and has a multicultural aspect.

Although Los Angeles is not close to other countries...due to ease of travel by plane and cheaper now-a-days, due to Hollywood where almost everyone who dreams to become a star goes, due to proximity to theme parks where children would like to go, due to diversity of culture and it acceptance, I would think LOS ANGELES is the MOST INTERNATIONAL CITY.
