Generally no, but it depends on what the points were for, speeding, red lights, defectove tyres and most ticket offences upto 3 points are no criminal conviction, even driving without due care & attention is not a criminal conviction, just driving matters.
However if you are convictied of drink or drug driving, or causing death by dangerous or careless driving then there is a criminal conviction also which will result in a criminal record creation as well a disqualification, possibly jail and points on you licence

If your in the u.k it depends on how you got them.
Speeding..(3) No
parking with double white line in the middle of road..No (3)
Danerous driving say you killed someone then you would be convicted of that and have points added to your licence on top.
Don't forget your insurance will go up with points but you can have them removed after a period of time.
Also if you are a new driver (within 2 years) it only takes six point to get banned plus you will have to take a retest.

Getting points on your drivers license can stem from a criminal conviction, but the points themselves are an administrative result. I'm assuming you're asking with reference to a background check on either you or someone else. Unless the asker specifically wants to know about moving violations, you don't have to disclose them.

no, not if they're just for speeding tickets. If you had a reckless driving charge, or more serious violations that you had to go to court over, those could be considered convictions.
