I think you should argue for a law to place a tax on the sale of gasoline to be used to fund research on alternative energy. If you need to talk for a few pages just talk about what global warming is and the problems associated with it. Then describe the current advances in alternative energy research and talk about how the production of cheap alternative energy will make everyone's life better.

Well? What are you annoyed about and said "there ought to be a law against that!" You can write about it in a way that you first define what law is needed, then why, and, how you would write it, then implement it.
