This is an easy one. The Honda Civic. The Toyota Corolla is a good choice too -if you don't care much about the driving experience to go along with the fuel economy.

However, the best MPG 4-door car is the Toyota Prius at 50 mpg.

Where do you live? Europe it's the Toyota Avego. North America would be the Prius or Camry Hybrid or Civic Hybrid I would think. Honda Fit is right up there too.

Small Diesels would be your best bet if you were in Europe. Bush and his Oil buddies don't like diesel. It doesn't make them enough money. Prick.

Remember that the Gov MPG figures are always done on a track. Driving the cars at a retarded speed and going slow then slowly speeding up, the slowing down again. Real world figures are going to be 10-20% higher unless you drive like you have a glass accelerator pedal.

Either the Toyota Prius, or the Honda Civic Hybrid both get about 60 mpg, but the Toyota has built in bluetooth in the top of the line model.
