Part of that depends on the outfit, and how formal the dinner is.

Lavender, and other light purples, and pale pinks work well for blue eyes, since they bring out the paler shades in blue eyes, making them seem bluer. This is a soft look, and will work well for day or night, and casual or formal occasions.
Smokey eyes are a very dramatic look with blue eyes.
Pearl grays and silvers can add a touch of shine or sparkle to your look, great for evenings.
Natural tones look good as a subtle way of enhancing what's there, without looking like you are wearing makeup.

Blues, browns, and golds need to be used carefully. While they are usually the first choice for blue eyes, they don't work well for everyone. Blue eyeshadow can draw attention away from your eyes, instead of enhancing them. Brown and gold are usually classified as warms, which can compete with the cool of blue, and make your eyes look dull.

Okay, the number one thing you should stay away from is bright blue. Not a good color on blue eyes. I would try a brown or a gray. I have blue eyes and brown hair, and I tend to do browns and grays. Try this...

-Start with Revlon COLORSTAY® 12 HOUR EYE SHADOW QUAD in Copper Spice.
-Take the second lightest color, a peachy tan color, and apply from the lashline to the brow.
-Next, take the lighter of the two darker colors, a medium brown, and apply on the outer third of your lid, to the brown bone.
-Then, use the darkest color, which in this case is a dark brown, with a brush, and push it into the crease. I would recommend leaving your eye open, and literally pushing the brush in right under the brow bone. Yes, it looks dumb when your doing it, but it really works. Close your eye and blend.
-Apply the lightest color, a shimmery off white, to just under your brow.
-Apply a little gray eyeliner, Black is too harsh, to the upper and lower lashlines.Revlon TIMELINER FOR EYES is a good one.
-Just add black mascara if you need it and your done!

I hope I helped! Let me know how it turns out.

I have blue eyes and brown hair too, to make blue eyes (which is the best colour!) bluer put bronze over the lid, blend deep blue into the crease and apply a paler blue shade on the brow bone- it sounds wierd but it really works! Make sure you blend them well, good luck....

I have the same!! I always go for a dramatic look when I go out at night, black or charcoal shadow and black liner. Really brings out the blue in my eyes. But if you're going to do that, make sure that the rest of your makeup is light, and wear nude lipstick or gloss.

Go get a free colour and play with a lady on the cosmetic counter at the largest department store. It's free and you don't have to buy the product - get the tips and the hints and have a good time.
