Its the same reason Hell if used out of context is blocked out. It all depends on the use of the word. Because it is not appropriate to call a woman "a female dog" but realistically if you were referring to the mate for a male dog, there would be few other applicable terms.
So it is blocked out for the context it implies.

It's more commonly used as the other meaning than a female dog, at least in the USA. Here is a little trick if you still want to use the word without the censors catching you.
Write in caps like this... BlTCH, but use a lower case L for the i.

well.. there are breeders of dogs who use that word quite freely in regard to their female dogs. That word used in any other way, by anyone else is usually considered rude and an insult.
