Women's bodies are concentrating on keeping the core at optimal temp for the eggs and babies and such. Plus, did you know that anorexic girls get so cold, their bodies stimulate body hairs to grow thicker and fuller to insulate? If she's skinny or dieting, she can get cold much faster, because her extremities get colder than a males.

Actually most women are less sensitive to cold than men, we have a layer of fat that protects us better.
This is an evolutionary constant as women are the ones that bear children.
If a girl you know is sensitive to cold, it is likely she is underweight and has slow metabolism to boot.

because we have less body mass, so there is less insulation, and we have fewer blood vessels to our extremities. that's why are hands and feet suffer the most!
