Remember that formating your hard drive removes EVERYTHING from it, not just the junk and registry. So if you have an files you want be sure to back them up first...

Insert your XP CD (or recovery disk)
Boot the PC so it starts the Windows setup
Right after you do the F8 to agree, it will ask you if you want to format the hard drive. Format it as NTFS
Once done, you can either turn off the PC, or allow it to contiue the Windows reinstall for you.

Well, this depends on your operating system. I will assume that you are using Windows XP. Do you care if you loose your files? Have you backed your stuff up yet? If you want to do a full wipe and re-install just stick your WinXP CD in and reboot. When it asks if you want to boot from CD (assuming your BIOS has it set this way) just hit any key. Once the setup starts, follow the on screen prompts and format the drive (not quick format) and then install Windows again. Its pretty easy really. Just make sure to back up your stuff first.
