You can beat General Raam without even leaving the cover of that first barricade (the one you go behind during the cut scene). I just did it on Insane setting, so I know it is possible for all other settings.
The way you do it is you sit behind the barricade, and wait for him to approach. You should be armed with the sniper and the shotgun (my two favorite weaps). You could probably do it with any weap, but I prefer those two. Anyways, while you are waiting for him to approach, you can spend time (no-look) hurling grenades at him and scaring the birds away (in case you didn't already know, he is invincible while the birds are surrounding him). Take potshots at him while the birds scatter. Use Dom to attack and retreat just to keep him occupied while you shoot at him.
Regardless of what you do, sooner or later he is going to walk right up to the barricade you are behind. Don't worry, that is a good thing. You are now going to play a little game of teeter totter with him.
Raam will follow you to whichever side (left or right) of the barricade you are on. Periodically he will send the birds after you leaving himself defenseless for no-look pot shots at close range. If you have the shotgun, you should use it now. Don't worry about aiming as he should be at almost point blank range (and if you try to aim, he will unload on you with that big machine gun). Try to keep him in the center of the barricade (of course on the opposite side from where you are hiding). As long as your head is down, he won't be able to shoot you, and you can unload no-look shots at him all day. If you have the shotgun, you should use it now. Don't worry about aiming as he should be at almost point blank range (and if you try to aim, he will unload on you with that big machine gun).
The minute he moves to the left or right, you shift the opposite direction, and he will follow you. If you let him go to far in any direction, he will eventually move over to your side of the barricade, and then you are a sitting duck. You might as well try to run. Any other cover will leave you open to fire from the flying reavers(?) and their riders or from the other krull that periodically fly overhead, so trust me - try to stay behind that first barricade.
I had a full shotgun, and didn't have to find more ammo on INSANE setting, so I know you can do the same on any other setting. I am sure you can do it with any weapon, as long as you have ammo and time.

Defeating General Raam
Once you reach General Raam at the end of the last Act, he will have a Gatlin type gun and will be surrounded by the bird locust. There will also be flying locusts attacking from the side of the train (ignore them). You can only damage General Raam when the bird locusts leave him and go after you. Stay in the light or the birds can kill you. When you start fighting him, hide behind the first rectangular block that is directly in front of the doors you came from. He will start walking towards you and shoot. When the birds leave him, start shooting. After a while he will get directly in front of where you are hiding. When he does, run around him and hide on the other side of the platform. Stay in the light as you run. Hide, then continue shooting him until he dies.

I've battled him several times and killed him almost every time. There are a few things you need: 1) A torque bow (you can get those off of the Theron Guards earlier in Act V), 2) A lancer or Longshot (either one will do but the Longshot does the most damage), 3) Plenty of grenades, and 4) courage. If you have all those, you should be able to beat him on any difficulty. (Note: never travel through the dark; the Kryll will tear you up.)

Use your sniper rifle and stay in the light to be protected from the flying things. When they fly towards you, shoot raam in the head. They are like a shield for him. It will take a while to kill him, but it does work!

I beat him solo with the following method. Use torque bow or grenade to force the shroud of krill to fly away. Then put headshot after headshot on him, preferably with the torque bow. I eventually ran out of ammo on the torque bow. I then just used the machine gun. You have to keep the krill off of him though. He moves without damage when they are surrounding him. Once they are gone, you can cause him damage, and he won't move towards you. This way, you can keep him at a safe distance while you pelt away. Once he gets close it is a *****. Just keep trying. Best advice is to get a Torque Bow with maximum ammo.

You need two guys dude, one to keep blastin him with the machine gun one to keep drillin him with Hammer of Dawn.

If it s you by yourself, the only way to do it is to move and cover while slowly but steadily blastin him with the hammer of dawn. Be patient tho, it will take quite a long time.

its not that troublesome somewhat >_> all you do is chuck a pair granades at him and lively sniper shot his face persistently, and in the journey that your fortunate tag his *** with grenades and he might want to die. Me and my pal killed him quick. about couple torques, snipers to his face and a million or 2 grenade tags.
