It depends on the social environment and the nature of the technology that is used. In some situations a group with good communication skills can chose a technology that fits into their systems well, then they can share more information much faster, especially in instances where a question asked now can be answered by the company expert a minute later, and proven by a full rundown of the information available to date in a clear format.

In companies that have poor communication skills the odds are that the technology will either make the communication problems worse or simply sit underutilized.

You have to solve problems with systems the right people with the right skills all technology can really do is add velocity to the process.
