Probably because we get tired of loud, noisy and obnoxious people asking us why we're shy. Its like asking someone why they are so short or so tall. Its just how they are.

Because it's the same as asking someone why they have blue eyes...because they're born that way.
Shyness is genetic. Brain chemicals (seratonin for example) affects the shyness of a person.
Therefore, stop putting shy people on the spot by asking them to why they're shy when it's something they have not had a choice in!

I can only answer for myself but i am sure others have felt the same way. I didnt want to be shy/quiet and wished to be more outgoing. When asked it was a felt as a personal attack and when you are attacked you naturally defend yourself

They probably get offended by so many people asking them that. People have different personalities and if a lot of people keep questioning them about why is it they act the way they act then I am pretty sure they would grow defensive.
