Also, if you are using dial up for them will this make it so that you can't use the phone while you are online, and if so will the isp inform you if someone tries to call you while you are online?

1) there are no popular free isps because their services would be limited
2) yes, 90% of free isps, only operate with dial up connections
3) your phone bill could be affected if the isp doesn't have a local dial up number for your area thereby, you will incurr long distance charges
4) and yes, if you use a dial up you will not be able to receive phone calls
