No. He just didn't like to talk (shy). He found he could perform better publically without speaking.

As a side note, I read somewhere that all the other brothers' kids loved to be with Harpo. He was the best at playing with them and being able to talk to him about problems.

no not his entire life. as matter of fact when he was in vaudeville in the early days with his brothers his uncle, Al Sean, ahd written a show for the brothers and forgot to write lines for harpo. although Harpo was a bit annoyed, he played along with being a pantomime and so his character grew. but on the other hand he usually spoke in public, when he had sumthing to say.

I read one there about Groucho Marx requesting to be buried on top of Marilyn Monroe - he was 86 at the time..
But was Harpo mute? I never really thought about it.
More's to the point is there stuff on DVD? I suppose it must be...

According to one story I read about Groucho, he said that Harpo was terrible at reading his lines. So it was decided that he would just be mute.

Harpo could speak, his voice was squeaky/high pitched so he didn't speak on stage.

No, of course not. The reason he didn't speak was because he had a really strong accent That's what I read in his biography. Plus of course, he got more laughs by miming.

Apparently people thought it was really weird when he DID talk- his voice wasn't at all what you would expect? The real person was very, very different from his screen "persona".

No, he wasn't mute. He just never talked on his movies or TV appearances. You can read all about him on wikipedia.
