Make an armature (skeleton) out if wood or sturdy wire-depending on it's size. Cover using chicken wire. Make the chicken wire into the shape you want. Then cover with the paper mache material. I really liked the answer that suggested using mechanics towels.

One good tip I learned from a friend who was doing a life-sized sheep (with wood frame and chicken wire) is to use the blue "shop towels" (available at automotive stores or even at Target, etc.) instead of traditional strips of newspaper. The shop towels are reasonably cheap, but are much easier to work with, and drape really nicely too when applied.
