Roads are easy. You cut sections of hardboard or chipboard to the correct size (usually the width of a chariot) and as long as you want the road. Often cutting the road into one foot or 18" sections makes it easier to store and make.
This is the base of the road. Next you need to make the raod surface. There are several good materials to use for this. DAS modelling clay is good, a mix of PVA and sand can work too. In fact any kind of filler works well. Put a roughly even layer over the whole top surface of the board and then score into it (with the edge of a coin or a handle of a spoon some ruts from wheels.
Leave the road to dry.
Then build embankments alone the verges of the road using the same material you used for the surface. Let it dry.
Then paint the road, add grass effect (such as flock) and varnish (matt varnish).
