Hey there,
Considering the moon is a vast desert that is inhospitable to life, I don't see this happening.
Much like Antarcitca, another vast desert that is inhospitable, it is a place where scientists go and live for months at a time doing research.
I think it will be the same with the moon.
I really don't see why they would bring their families and children there too, and I don't see the people who fund these projects wanting to pay for families and kids either.
Perhaps this is what might happen in the short term...but in the long-term, who knows? It's fascinating to think about. :)

All in due time. As the tech grows. The sci-fi movies which we watch in due time could be reality.
The problems are just getting there. The moon not so bad a few days travel time. Any where else in just our Solar System, at our current limits in rocket design takes months to years to almost a lifetime.
So, until we design "warp" engine tech we are stuck here and/or the moon and possibly Mars.

There will come a time when the moon will be a most valuable base to launch other space expeditions from, due to the 1/6 gravity well. Permanent colonies will be placed there, and where there will be permanent bases, there will be established relationships with children.

Ever? Yes. With the advances that we have made in space in the past 40 years, I cannot even imagine the potential that lies within the next 100 or so.

At this point, it's much easier to build a space station, than it would be to build a whole environment on the moon.
