No offence, but this is something that demands an essay for an answer. I hope this is not your homework as someone is bound to be disappointed if all you come up with is gleaned from Answers.
I think developed countries say they want global trade liberalisation and meet in private to stop it, industrialising countries aspire to it and try to get the developed countries to put these policies into action but will become interventionist if their markets are threatened, and developing countries would love it but do not stand a chance of seeing anything like it ever happening.
If this is your homework, I suggest backing up any statements with concrete examples otherwise your tutor will guess you have been on to the homework fairy.
