Yes, I believe that it can but the answer is very hard. When we, current society, start respecting and caring about everyone as much as we care for ourselves then - maybe - there will be a start. Unfortunately, most people in our society worship the almighty dollar and how many toys they can accumulate. We should be valuing humanbeings and the lives of their fellow man. Back when we still lived in small villages we did care about the welfare of everyone in that village. If someone was hungary, food was shared. If clothing was needed it was provided. If shelter was needed it too was provided. There was no shame, there was an understanding that everyone was provided for and everyone, in whatever way they could, contributed to the welfare of the whole village. They understood that for the village to remain strong and fruitful everyone was important. It wouldn't hurt for our current society to return to a semblence of that ideal. Let's make sure that our neighbors have the basics. If someone is homeless would it hurt for the neighbors to come together to raise a shelter that will keep the person safe and warm. When did a human life become worth x amount of dollars?

1) buildings with apartments especially dedicated for the homeless
2) useful make-work projects - Roosevelt new deal style
3) re-institutionalize those with severe mental illnesses
