The Oakland Police Department as well as the public and other governmental agencies are puzzled on how to lower the acts of violence and the homicide rate in the City of Oakland. More police are not necessarily the answer.

how about education, apprenticeships and a sense of community so once people have the means they don't leave their neighbourhood, but stay to improve it.

1. Stop people from killing other people.
2. Make it daylight all the time (less murders occur in daylight).
3. Make it cold all the time (More murders occur during the summer).
4. Ban Guns, especially Hand Guns and Assault Rifles.
5. Kill murderers on the spot. Develop 100% reliable methods of finding the truth by either a serum or machine. Test them and if guilty, kill them on the spot. The death penalty is a deterrent but only if carried out immediately.
6. Ban people from Oakland.

Until the cycle of poverty is broken, there will always be violence. It's a fact! Poor people are the one's who steal, murder, etc. So, employment rates have to increase. Also, programs have to be put in place to help educate people (at least some job training). Opportunity for REAL careers and not just min. wage jobs have to be provided. Furthermore, drug rehabilitation programs must be access able, affordable, and effective. Furthermore, the community has to change it's "culture" to one that will not accept this behavior. A culture of poverty and low achievement must become a culture of resilience and upward growth. Finally, elected officials must do more!

the deal is simple: violence generates nothing but more violence.
and americans are taught differently. george bush thinks he can solve everything and get everything he wants with violence. that is not how it works.
