If you're talking about Winter Transfer Window, I heard no rumours about Liverpool selling or signing new players so far. Liverpool did have midfielder crisis when Xabi, Bolo, Gonzalez, and Kewell are injuried but Xabi in recovered so no need to sign or loan new player.
If you're talking about Liverpool newest invesment you're right. Forget about that Thai PM who's now living in England after the Military coup, it's Dubai International Capital that now interesting in some investments. I hope they did invest the youth academy not buying already-made players like what Real Madrid did :(

If you mean the team, their current chairman has seemed quite interested in selling.
But before anyone gets too excited, this is another in a line of approaches. The last 2 most prominent were the Thai PM and a local businessman, both of which came to nothing. So put this in the wait and see pile.

Looks like they are to the Dubai International Group. I think it's a bad idea though, Liverpool are doing reasonably well and it's quite unnecessary
