if you dont want your computer to fry or any other electrical attachement, yes

your wall outlet doesn't provide a constant and stable source of electirity, and actually "spiled" . A power surge can help regulate that electriticy and provide you with even amounts to your electirical units.

For it to power on.. no. But say a storm cause you a brown outage and its not plugged into a surge protector then there is a good chance that your computer will have problems after that or may not even boot up again.

If you don't want to have a fried motherboard, then yes. It only takes 4 volts of electricity to destroy it and then you're putting out the cash again for a new system. Keep in mind, battery backups are a lot better than surge protectors. If you get the surge protector, get one with at least 1000 joules otherwise you're wasting your money.

Not absolute necessary to do it. But it will protect your computer if there is a power surge.

To be more safe, you can also consider using a UPS, which will provide power when there is a power outage. You will have a chance to save your work and properly shutdown your computer.
