Well...Im a guy and don't know much about how to make breast bigger other than plastic surgery...but if your just trying to get the "Bigger Breast Effect and Look",I know of one of my friends who also has very small breasts and she has these breast cups that fit over your breast(they even had a nipple on them),then you put a bra on and it it looks like you have bigger breasts with your shirt on.I don't know where to buy them or anything,but I'm just trying to help.
