Have heard that one section is mostly rude busy people, the other section is mostly civilized mannerly easy going people. which is which.?

It's a stereotype and it needs to stop. I'm from the North and I've visited the South. I've experienced both good and bad in both places. So to answer your question, the North and South share both qualities.

both types are in the north and south. Sometimes city people seem busier and less concerned but there are people like that in the country as well. People are people, some are just more patient then others

it's not necessarily a north/south divide.
rural people tend to be easy going, suburbanites tend to be rude, and cities tend to have a mixture of both.
