Does WADA or the ICC have the jurisdiction to overturn the verdict given by PCB's appeal committee?

If yes, is this likely?

No they cannot, ICC will have to find a way to catch culprits on their own.

Yes they have the right and will most probably intervene. I believe people should be held responsible for their actions. An investigation why ICC found them guilty and why PCB found them not guilty should be lodged. Only when clarity is reached a final and binding decision should be made.

For the sake of cricket, I hope that the PCB's decision is the correct one and that these players may continue to play internationally.

I strongly feel that being the governing bodies, they should defenitely intervene as decisions of such series issues should not be left to the discretion of individual Cricket Board and if such things happens, ICC will have no control on the conduct of the players in the near future.

No they can't but they will definitely try to find out a way to do so. It is likely that WADA will raise this question in next ICC meeting in Dubai next week. We can expect some legislation in this regard afterward.
