Ok... so unless your roof is in REALLY bad shape I assume you mean the plug is outside.
Lets pull that sucker out. This is not a hard job so don't worry.
1) Turn of the power to the plug (prob. not necessary but it can't hurt and it WON'T hurt in case you break something.
2) If you can grasp the plug with pliers use those and a board or block of some kind to increase your leverage and pull it out.
3) Didn't come out? And you REALLY have to pull it? Ok.. the next level is to break the plug (not the socket)... Cut the wire about 6" past the socket. Using a pair of strong pliers or cutters, open the plug and separate the two prongs. Pull them out individually from the socket holes (aren't you glad you turned off the power now?
4) Won't come out (still)? Maybe you fused them ? Time to replace the socket.
Go buy a new one (pick up a replacement plug for that one you cut a few minutes ago too).
Remove the cover plate (usually one or two screws in the center or above and below the socket.
Remove the screws holding the socket to the electrical box
(Power is STILL off - right?)
Pull out the socket from the electrical box.. the wires will be stiff but they will bend.
Replace the old socket with the new one..putting the wires into the same slots or screws as in the old one.
Reverse the process to close it up.
Go turn on the power.. did the house lights flicker? Do you smell burning living room? (just kidding). If the breaker stays on .. go plug something (else) into that plug and make sure it works. If it does you are done. If the breaker trips... go check your connections on the wires.

First things first - turn off the circuit breaker or remove the fuse, so there is no live current at the socket.

Get yourself a pail of pliers and pull it out, If you can't do this wrap it in plastic bag and tape it up until you can get if fixed.

first turn off power.circuit breaker off,remove face plate..take a pliers and pull..it should not be stuck,,,,,,,,,,,,,,,,,,,,you can always remove in sides,plug.separate wires,tape them put plastic over. to stop the rain,repair and replace as soon as possible,,,,,,,,,,,
