What is the website where you can go and track where someone is by GPS using their cell phone?

The other day on the radio (Shade45) I heard them talking about a website that you could go to and find out where somone with a cell phone was. It was something.org. It's not phonefinder.org.

Unless someone has access to orbiting satellites or is hooked up to cellular towers illigeally there is no such thing.
