It cannot be stopped. The reality is that some people make bad choices. You can't change anyone's past, therefore it is not relevant in policy decisions. The best you can hope for is to create the best possible system to handle the children and to get them adopted (when appropriate) as efficiently as possible. Free sterilization, or even paid sterilization would be the most effective way of reducing the number of abused children.

Education is one thing.
First, educate parents to deal with their children without abusing them. Anger management, parenting skills, stress management...all very helpful.
Second, educate teachers and doctors to recognize signs of abuse so that a child who is being abused can be protected and removed from the abuser.
Third, make penalties much greater - abusive parents must not regain custody of their children.
Forth, since there is usually a cycle of abuse, get children who have been abused the proper help and guidance and counseling so that they don't become abusers themselves.
Just my opinions. I have never been abused, nor has anyone in my family. But I know people who are survivors of abuse.

I hate to be the pessimist but its a very long road to end things like that... The usual answer is start where it begins, teach parents how to treat their children better, make laws more strict, and educate children as well....
This stems from the whole idea of preventing criminality...which is difficult because there is virtually no proven way to recognize future criminals, abusers and the like..

you have harsher punishment for child abusers if you are found guilty of child abuse then the sentence has to bedeath penalty. The trail & the execution has to b enomre than5 days apart form the arrest.

As lengthy as lack of awareness is peddled in our society this may hold. Ideally the country must jointly be evolving in the direction of whatever larger however we don't seem to be doing that. Instead of adjusting issues we make excuses for them.
