When the States Reorganisaion Committee was formed General Kariappa warned Nehru that the linguistic based states will create problems. Instead he came up with a plan. States should be formed for administrative convience. So first demark the India into several small units and mark them on the map before going onto the field. That way no language based boundries as we see now. But like many good proposals Nehru just trashed that idea and agreed to lingulistic based states. What a mess we have now!
