It might be overkill, but booting from a live Linux CD will bypass anything installed on the local machine. In some cases it also helps with network based filters. It's also free!

I don't feel you can get a accurate answer to this question since there could be so many different options. There are programs such as XPSmoker which when to to do so will prevent access to certain adult sites. If no software is doing it just go to Tools>Internet Options>Security> click on each on and then default.

access to the various sites can be blocked from 2 levels
1 Server level > that is if ur isp has a filter on your line on ur parents (or whoever is the account holder) request.
2 system level > Parental control by any firwall or any specific programme, but u cant do anything about it until uve access to the password of that programe.
