We feel warmth through two different ways, by radiation and by thermal conduction. Even on a sunny day with plenty of radiation, we can feel cold because the air is cold. Air, being mostly transparent to light, takes a lot longer to heat up by radiation, as compared to you, so it tends to stay cold. On such a cold day, step into a shadow and notce how much colder it seems when there is no sunlight.
