How does an international student apply to an American university without paying an application fee ?

All students are required to pay an application fee. However, it is sometimes waived if you attend an open house and fill out the application there.

Don't all applicants have to pay a fee? I certainly did when I was applying to schools.

i think you can ask the university for a waiver if you cannot afford it. I would talk to them first.
