The worst was probably Ulysses Grant.
1. Eisenhower presided over the post-war boom that made America rich.
2. Nixon, navigated a nasty part of the Cold War including inheriting a divisive war from a Democrat. His problem was letting personal paranoia turn into illegal activity.
3. Ford was not NIAVE, he inherited a broken VP office then a broken POTUS job and flagging economy without any political capital or mandate to do anything.
4. You must be young because anyone who was alive in the 80s knew that Ronald Reagan was not at all grumpy. He was a man of strong personal convictions that was generally quiet about his religion. He ended the Cold War without a shot being fired, made Americans proud of their nation again, cut taxes to create another large economic boom ending thedecade plus of "Stagflation" that Keynesian economists in the Johnson/Nixon/Carter administrations created, and did it all with the smile of an ice cream salesman.
I am no fan of either George Bush and agree that the No New Taxes killed Bush Sr along with not finishing the job in Iraq. Your assessment of Bush 43 also seems to be in error since he cannot be the first four things and the fifth one at the same time.

I half agree with yupchagee, they were/are all incompetent. Bush Jr, by far, is the worst ever.
The fact that he thinks he is praising somebody by calling them incompetent sort of puts all his answers in perspective.
