couples as only one gift (ie; spend $50 on brother and spend $50 on sister and her husband as one)? What do you think?

This is perfectly fine -- to determine an amount per the household and to send the gift card to the members of the household to spend.

And if anyone is crass enough to complain (because a household of one got the same gift they did) ... then point out that when that household of one expands due to marriage or something else -- they will still get the household gift -- and the blessings of the season be upon them!

It is fine as long as you address the gift card to both of them. Or you could give a $25 gift card to your sister and a $25 gift card to your brother-in-law. If they say that it is unfair that your brother's is more just tell them that when he gets married you will split the amount you spend on him between him and his wife.

yes it's okay to buy gift cards for christmas if it's not a card to get you in trouble with the persons you buying it for or with the police.
