The laser in CD drives (readers) isn't powerful enough to write. The laser in a CD writer actually melts a tiny spot on the writable CD.

Regular cd drives came out before cd burners were created. Cd burners use special technology to recognize the correct disc, and then write the files.

cd rom is read only u need a dvd rw driver to burn files

no one had the complete knollage for making drives that can copy slash burn.
